Cultural diversity has been present in societies for a very long time. In Ancient Greece, there were various small regions with different costumes, traditions, dialects and identities, for example, those from Aetolia, Locris, Doris and Epirus. In the Ottoman Empire, Muslims were the majority, but there were also Christians, Jews, pagan Arabs, and other religious groups.

Multiculturalism , the view that cultures , races, and ethnicities , particularly those of minority groups, deserve special acknowledgment of their differences within a dominant political culture.

This chapter examines the debate about multiculturalism in political theory. It traces the emergence of a philosophical literature to justify policies enacted by contemporary liberal democratic states that seek to fairly accommodate cultural diversity and remedy racial injustice. It traces the origins of the contemporary philosophical debate about multiculturalism particularly in the United States and Canada to the communitarian critique of theories of liberal neutrality that emphasized individual freedom and autonomy at the expense of collective membership. The liberal—communitarian debate culminated in liberal defenses of minority group rights that emphasize the centrality of culture and group membership to individual autonomy.

Ethnocentric Political Theory

From its genesis as a policy framework to respond to the needs of immigrants, multiculturalism became a concept that articulated the character of the growing ethno-cultural diversity of society in the latter decades of the twentieth century. Always contested, multiculturalism and the ethno-cultural diversity that it symbolises have become increasingly controversial and subject to scrutiny in response to the security and social challenges of the early twenty-first century. This paper provides an overview of Australia's federal multicultural policies, briefly draws attention to state and territory multicultural policy frameworks, and reviews some key issues in recent public debates about multiculturalism in Australia and overseas, with a focus on post-immigration multiculturalism. Part One of the paper reviews the evolution of Australia's federal multicultural policies between their introduction in the s up to the period of the federal election. It is largely descriptive and is intended to identify key policy statements and reports surrounding government policy statements.

The individuals and groups involved share and are happy with the wider culture, and are only concerned to open up appropriate spaces within it to express and live by their choices in the relevant areas of life. We shall call this subcultural diversity. Second, some members of society are highly critical of the central principles and values of the dominant culture and seek to reconstitute it along appropriate lines. Feminists attack its deeply ingrained patriarchal bias, the religious its secular orientation, the environmentalists its anthropocentric and technocratic bias, and the blacks and others its racism.

The idea of multiculturalism in contemporary political discourse and in political philosophy reflects a debate about how to understand and respond to the challenges associated with cultural diversity based on ethnic, national, and religious differences. Instead, proponents of multiculturalism endorse an ideal in which members of minority groups can maintain their distinctive collective identities and practices. In the case of immigrants, proponents emphasize that multiculturalism is compatible with, not opposed to, the integration of immigrants into society; multiculturalism policies provide fairer terms of integration for immigrants.
